What is the IACC

Grand corruption – the abuse of public office for private gain by a nation's leaders (kleptocrats) – is a devastating global problem. In too many places, there is a lack of enforcement of criminal laws against corrupt acts. The IACC would be a court of last resort to hold kleptocrats and their co-conspirators accountable when national governments are unable or unwilling to do so.

How we work

A growing coalition of governments, civil society organizations, and individual citizens are working together to make the IACC a reality. Leading experts in international law are developing a proposed treaty to establish the IACC. The evolving concept of the Court benefits from the diverse input of the global network of civil society that advocates for the idea.

Because the world deserves better.

Roadmap to establishing the International Anti-Corruption Court

Declaration

First released in June 2021, more than 300 world leaders from over 80 countries —including more than 45 former presidents and prime ministers and over 30 Nobel laureates— have signed the Declaration calling for the creation of an IACC. Many more civil society organizations have joined the call. More continue to do so. These leaders, activists, and experts from diverse backgrounds are the foundation of the international campaign for the IACC.

International Steering Committee

Formed in July 2021, the International Steering Committee is building and leading the civil society coalition behind the campaign and contributes to strategic outreach to governments around the world. You can learn more about the Committee's members here. The Steering Committee is supported by regional Subcommittees.

Treaty Committee & Scholarly Review

Launched in August 2022, the IACC Treaty Committee —composed of international judges, international prosecutors, and other leading experts in international law— is working on the core principles for a draft IACC treaty.

With the support of a Drafting Committee, the Treaty Committee will then produce a draft IACC Treaty for the consideration of interested governments and consultation from civil society.

The treaty drafting process will further benefit from the feedback of an Advisory Committee composed of top international lawyers and scholars.

Broad and Inclusive Consultation

Once the draft IACC Treaty is complete, Integrity Initiatives International and its partners will organize a series of virtual consultations to present the draft and receive feedback from interested civil society around the world.

Negotiation & Adoption

Ultimately, governments will need to negotiate and sign a treaty establishing the IACC. During this phase, Integrity Initiatives International and the campaign for the IACC will monitor negotiations and work to ensure that civil society has a voice in the negotiations.

Ratification and Beyond

After the IACC treaty has been signed, the campaign for the IACC will continue outreach country-by-country to ensure that states ratify the treaty. Once the treaty comes into force, the campaign for the IACC will continue to monitor the implementation of the Court.
